Bollnäs Municipality criticised for its processing of a request for the disclosure of official documents

Summary of the decision: On 3 January 2024, a person requested a number of documents from Bollnäs Municipality. Some of those documents were not released until 19 April 2024, i.e., roughly three and a half months later. The Chief Parliamentary Ombudsman criticises the municipality for failing to deal with the request promptly pursuant to the Freedom of the Press Act (SFS 1949:105).

The Chief Parliamentary Ombudsman also notes that it is not clear whether the municipality provided information to the individual on the matter of the documents that the municipality decided not to disclose. He reminds them that, in the event that a request cannot be accommodated in part or in full, the individual shall promptly be informed of this and of the possibility of requesting a review of the decision by the authority, as well as that a written decision from the authority is required in order for the decision to be appealed.
