Criticism of Region Västmanland for its processing of a request for the disclosure of official documents

Summary of the decision: An individual requested a copy the regional chief executive’s email log. The email log was disclosed, but only after certain information was deleted. However, the individual was not informed that the document had not been disclosed in its entirety. Nor was he informed of the possibility of requesting a review of the decision by the authority and no written decision was enclosed from the authority on which to base an appeal. The Chief Parliamentary Ombudsman notes that processing in this case is wholly incompatible with the Freedom of the Press Act (SFS 1949:105) and directs criticism at Region Västmanland accordingly.
