Criticism of the Swedish Prison and Probation Service because inmates of Uppsala Prison do not have the opportunity to get a hair cut or use hair clippers

Summary of the decision: Uppsala Prison no longer provides inmates with hair clippers, nor does it otherwise offer them opportunities to get their hair cut.

In her decision, the Parliamentary Ombudsman states that it appears to be self-evident that an inmate may need a hair cut and that this can be closely equated with being able to maintain one’s personal hygiene while deprived of liberty. She assumes that inmates have been deprived of the opportunity to get a hair cut or maintain their hair, and that this has been going on for a not insignificant period of time. According to the Parliamentary Ombudsman, this is not consistent with humane correctional care and she therefore directs criticism at the prison.
