Hägersten-Älvsjö City District Board in the City of Stockholm is criticised for attempting to prevent a parent/guardian from participating in an investigation concerning their child pursuant to the Healthcare Act

Summary of the decision: Pursuant to Section 13 a of Chapter 6 of the Children and Parents Code (SFS 1949:381), a city district board decided to allow a child to undergo an investigation pursuant to the Healthcare Act (SFS 2017:30). When the investigation was to be conducted, the board attempted to prevent one of the child’s parents/guardians from participating in the investigation.

In the decision, the Parliamentary Ombudsman states that the board had no legal grounds for preventing the parent/guardian from participating in the investigation. The board is criticised for attempting to do so despite this. Furthermore, the Parliamentary Ombudsman makes certain statements concerning the design of the board’s decision.
