Criticism of the Swedish Prison and Probation Service because some of the wording in a decision did not fulfill the requirements of objectivity and impartiality
The Parliamentary Ombudsmen are critical of some of the wording in a decision on permission for visits and telephones, as it may give the impression that the decision-maker has a negative opinion of a particular ethnic group and that it may have affected the outcome of the cases. She emphasises that the mere risk that others may perceive that the principles of objectivity and impartiality have not been respected is enough for an act to be considered contrary to the constitutional requirements laid down in Chapter 1, paragraph 9, of the Instrument of Government.
