• The educational system (including the Swedish University of Agricultural Sciences); other cases involving agencies subordinate to the Ministry of Education but for cases falling within area of responsibility 4.

• Public procurement, consumer protection, marketing, price and competition within industry and commerce, price regulation, limited companies, partnerships, trade names, trade registers, patents, trade-marks, registered designs, and other cases involving agencies subordinate to the Ministry of Enterprise, Energy and Communications which do not fall within area of responsibility 4.
• The Agency for Public Management, the Administrative Development Agency (VERVA); National Government Employee Pensions Board, Premium Pension Authority; the Financial Management Authority; Legal, Financial and Administrative Services Agency, National Claims Adjustment Board; the Agency for Goverment Employers; National property Board; the Financial Supervisory Authority, the Accounting Standards Board, the Deposit Guarantee Board; National Institute of Economic Research; Statistics Sweden; National Board for Disciplinary Punishment; the Board for Overseas Allowances.
• The Equality Ombudsmen; National Board for Youth Affairs; other cases involving agencies subordinate to the Ministry of Integration and Gender Equality which do not fall within area of responsibility 4.
• Cases concerning guardianship except for cases at courts of law (i.a. Chief Guardians and Chief Guardian Committees).

• Municipal administration not covered by special regulations.
• Communications (public enterprises, highways, traffic, driving licences, vehicle registration, roadworthiness testing).
• Income tax, Value Added tax, fiscal control (with the exception of the Taxation Authorities Criminal Investigation Units as laid down in the Act on the Participation of Taxation Authorities in Criminal Investigations [1997:1024] ); Tax collection.
• Excise duties and price-regulating fees, road tax; service charges; national registration (including cases concerning names), Swedish Population Address Register Board; other cases connected with the Ministry of Finance and its subordinate agencies which do not fall within areas of responsibility 1 or 2.
• Environmental protection and public health except for environmental courts; agriculture and forestry, land acquisition, nature conservation; prevention of cruelty to animals; hunting, fishing, reindeer breeding; veterinary services; food control; other cases involving agencies subordinate to the Ministry of the Environment and the Ministry of Agriculture but for cases falling within area of responsibility 3.
• Cases involving aliens (dealt with by i.a. the Migration Board, migration courts and the Police Force); citizenship issues and cases relating to the integration of immigrants.
• Rescue services, applications of the regulations relating to public order (but for cases dealt with by the Police Force), lotteries and gambling, licences to serve food or drink, car breaking.
• Other cases dealt with by the County Administrative Boards that do not fall within areas of responsibility 1, 2 or 3.
• Housing and accommodation (supply of accommodation, accommodation allowances not included in the social insurance scheme); the National Housing Credit Guarantee Board.
• Areas pertaining to authorities subject to the Ministry of Culture.
• Cemeteries and burials, government grants to religious denominations.
• Government activities outside Sweden and other cases involving agencies subordinate to the Ministry for Foreign Affairs.
• The Riksdag Board of Administration, the Riksbank, the National Audit Board; general elections.
• Other cases which do not fall within areas of responsibility 1 - 3.
